  1. If we have to sell Emergency Management, is it a real need or a want? Do the citizens even know it exists? CERT is often the only citizens with direct contact with EM departments. Go stop 20 very random folks and ask if they know of the EM department and who it is? In some cities, EM is buried under the risk department and not equal to police/fire in any way shape or form. The lack of perceived value is constant. EM is easy to cut without friction. Our local community college public safety department can do the Clery report well without a dedicated EM. Emergency management is the typical “last hired first fired” emergency service being the new kid on the block.
